Commissioning and Placement Pathways
We wish to confirm that educational placements at HOPECFI may be commissioned directly by schools. Where appropriate, funding may be accessed through a Education, Health and Care Plan. This provides a compliant and collaborative mechanism for schools to support children requiring specialist provision or short breaks. In addition, HOPECFI accepts direct parental placements. As a fully Ofsted-registered Alternative Provider, our provision is approved for use with the Tax-Free Childcare, Universal Credit childcare support and University Childcare Grants.
Parents who are either employed or in higher education and wish to access part-time provision during the school day (for up to sixteen hours per week) may request that their child be placed on a dual registration, with agreement from their school. This arrangement enables the child to attend HOPECFI part time while remaining formally on roll at their mainstream school. Placement costs in such circumstances may be met by the parent using the above schemes, subject to eligibility.
Following a thorough process of internal review and consultation, the Board of HOPECFI has resolved that the organisation shall, for the foreseeable future, continue to operate independently and will not enter into formal commissioning arrangements with the Local Authority at this time.
This decision has been taken in alignment with our foundational ethos to deliver bespoke, therapeutic, and child-centred provision without compromise. By remaining independent, HOPECFI is best positioned to preserve the flexibility, creativity, and responsiveness that are essential to the delivery of high-quality specialist education and care that meet the needs of individual children.
While we remain resolute in this direction, we also wish to state that the decision to forgo Local Authority commissioning is not irrevocable. We will continue to monitor developments across the sector and may revisit this position in the future, should the conditions become favourable and consistent with our mission.
Review of Fee Structure – Effective September 2025
In line with our ongoing commitment to accessibility and affordability, HOPECFI will undertake a comprehensive review of its sessions and fee structure, with revised arrangements scheduled to come into effect from September 2025. This review forms part of our transition to Registered Charity status and will aim to improve affordability for families electing to privately fund placements. Our objective is to ensure that the provision remains financially sustainable, while consistently delivering the highest standards of care, therapeutic support, and educational excellence, particularly as we continue to strengthen our role in supporting schools within our local communities.
We are pleased to share the success of our recent Open Day at HOPECFI, where we had the privilege of welcoming parents, professionals, and members of the local community to experience our provision and vision for inclusive, specialised education for children with Special Educational Needs and Disabilities.
We were especially honoured to welcome Mr. Ben Allchin, former SENSAP Lead, and the Lord Mayor of Leeds, Councillor Abigail Marshall-Katung. Their presence underscored the strong community support for our mission. Their visit reaffirmed our shared commitment to creating meaningful, positive change for children with SEND in Leeds.

While we have successfully obtained our Ofsted registration since Summer, we are currently awaiting formal endorsement from SENSAP to enable direct funding for children to attend HOPECFI. In the meantime, schools may allocate resources from their SEN budget to fund placements, allowing children to benefit from our provision while the final funding mechanisms are established by Leeds City Council Children Services and applications for children's EHCP Reviews are processed by SENSAP.
